In a related development, the Federal Government has put the countrys Internet access at 22.7 per cent, adding that there are over 4,644 public access points to the Internet all over the country. Mimiko, while addressing the Information and Communication Technology (ICT) stakeholders in Akure, Ondo State at the second meeting of the National Council on Communications Technology (NCCT), noted that there has been breath-taking speed and changes in the ICT world, stressing that the unprecedented convergence of computer networks and other communication systems is a phenomenon that has revolutionized life on the planet. From the common desktop computers to the ubiquitous smartphones, tablets and most recently Phablets it is crystal clear that ICT has become very much the core of modern civilization. Leveraging on the immense possibilities inherent in the unfolding ICT revolution for the improvement of living standards and development, is a key challenge confronting developing economies such as Nigeria. And it is to this challenge that all stakeholders must address themselves, he stated. According to him, there is need for strategic partnership between the government and the private sector in order to ensure that Nigeria transits from being a consumer nation to a highly productive one as far as ICT software and tools are concerned. The Ondo State governor was optimistic that Nigeria has vast potential, which can be explored and harnessed for the sustainable development of ICT infrastructure for e-governance, health care systems, and food security among others, but without effective linkages by all players in the spectrum, this lofty goal will remain a mirage. While commending what he described as impressive role of the Federal Ministry of Communication Technology under the leadership of the Minister, Mrs. Omobola Johnson, Mimiko said the minister has been able to galvanise the desired policy thrusts for the emergence of a viable ICT architecture in Nigeria. Speaking on ICT development in the state, the governor said, for us in Ondo State, development of ICT is a major pre-occupation. Delays mean the act will not come into force until 2014 at the earliest, and could be pushed back until after the general election in 2015. A key part of any voluntary agreement is the creation of a database of repeat offenders. Initially, customers would receive letters from their broadband company saying their internet address had been used for illegal downloads. The letters could warn of consequences and direct internet users to legal sites selling music, videos and books. Those who received three such letters could face sanctions. Measures could include throttling internet connections to slow them down, blocking users from particular sites, disconnecting offenders from broadband for a limited period and ultimately prosecution. Broadband companies would need to keep a list of those customers they had sent letters to. There are concerns that such a database may be illegal under the Data Protection Act, which states companies can only retain information about individuals where it is needed for commercial purposes. Emma Hutchinson, a Virgin Media spokeswoman, said: "Music and film companies are speaking to broadband providers about how to address illegal file-sharing but what they're currently proposing is unworkable." In 2009 and 2010, Virgin Media voluntarily sent letters to customers who were reported by rights holders to be file sharing. However, the company did not keep a record of those who had received letters, or disclose their identity to any third parties. A spokeswoman for TalkTalk said: "We are involved in discussions about measures to address illegal file-sharing and ultimately would like to reach a voluntary agreement.

House Speaker John Boehner and other GOP members released a statement saying they had spoken with the president and "expect the House to consider a measure the week of September 9th." Since the announcement of Batman vs. Superman, the internet has been abuzz with activity.  Speculation about casting, plot points, and various other details hit the web with the kind or reckless publication that is indicative of the current state of internet journalism: i.e. piss poor.  We've learned surprisingly little about the films, but an awful lot about the websites claiming to be "in the know".  The internet has become a minefield for anyone in search of the truth.  Specifically when it comes to movies.  A thousand websites have popped up over the years, all claiming to have insider information and willing to post anything in order to maintain healthy ad revenue.  Follow me through this web of lies as we look at the five biggest lies that originated from Batman vs. Superman... 1. "(Insert name of actor) is being considered for the role of Batman" The casting reports were the worst, because all of them were based on paper thin premises and cobbled together based on pre-existing relationships.  Wes Bentley is filming Interstellar with Man of Steel producer and Dark Knight director Christopher Nolan.  Obviously he must be in the running for Batman.  Stories are written based on the most tenuous of connections or completely fabricated.  If you read the story about how Ben Affleck came on board, there were months of negotiations going on.  And yet every website was out there hocking their conspiracy theories about Josh Brolin, Ryan Gosling, Wes Bentley, Richard Armitage, and any other actor with any associations to Warner Bros.  The claim was that the studio was 'interested' in these actors and were screen testing.  But the reality was many of these claims were nothing more than conjecture from websites looking to generate web traffic.  All that is required is a headline with a question mark at the end: Is Warner Bros. looking to cast Josh Brolin as Batman? That question mark there should tell you right away: they don't know.  2. "We were aware of this project's existence" 99% of the news you read about Batman vs. Superman didn't even hit the web until San Diego Comic-Con announcement.  Spotting a con is easy these days.  Ben Affleck's casting as Batman had been in the process for a while, dating back before the announcement at Comic-Con.   And yet, the vast majority of articles about potential casting hit the net in the subsequent days after the announcement.  No one was talking about this film prior to the announcement.  There had been some buzz in the days leading up to the Man of Steel panel.  Most of it was leaked intentionally by Warner Bros.

"BBM for Android and iPhone is here," declared the premature landing page, which was first spotted by the dedicated BlackBerry blog CrackBerry . Not quite "here," on second thought. The company has since pulled the trigger-happy web page, reverting it back to the old "BBM is coming to Android and iPhone" template. This temporary page shouldn't last long. BlackBerry has promised to deliver its cross-platform messenger "this summer," which means either after Labor Day in North America this weekend or at the very least, after Autumnal Equinox on Sept. 22. Right now, it seems as if the only people able to experience BBM outside of BB10 owners are a select few BBM Android beta testers who are friends and family of employees. Kenny Log-ins Highway to the beta zone Android owners aren't the only ones who get to be guinea pigs, as the new BlackBerry Beta Zone app lets BB10 owners test out apps before they're available for download by the public. "Load your BlackBerry 10 Beta applications through our brand new native app," wrote the company in the description for the new BlackBerry Beta Zone app. It looks like the launch of BB Beta Zone is meant to be, as the free download is still available via BlackBerry World for registered members of the BlackBerry Beta Zone. Chappelle had been on stage for just ten minutes when shouts from fans (not surprisingly, "I'm Rick James, bitch!" was thrown around a lot) proved to be too much for the comedian, and he stopped his act. He used his remaining contractually obligated 15 minutes of performance time to sit on a stool, chain smoke cigarettes, and read passages from an audience member's book out loud. As the crowd booed him, Chappelle retorted with "You're booing yourself. I want you to go home and look in the mirror and say 'Boo.' Remember, that's how I feel about you." He then waited out his remaining time—in good spirits, whilst admonishing the angry crowd—and left the stage. The Twitterverse has been abuzz since. Most fans who were at the show were furious, though a few defended him and blamed the noisy audience.
